    In a nutshell what is the difference between public and selective tenders?

    Well... I think that... depending on the amount of money to be spent in total, that over a certain threshold, works have to be advertised publicly, on e-tenders. I think the threshold might be 50,000 euros.

    But for smaller jobs, say between 2,000 to 50,000, they can just select 4 companies from the phonebook, or who they have worked with before and ask each one to submit a price for the tender, this would be a selective tender.

    You can have a selective tender within public tendering, no? E.g. Through pre qualification or as Tails 142 mentioned through invitation when the project is below 50k.

    I guess what I'm really getting at is the difference between public and private tendering.

    When its by invitation. It's no longer open to the public, it's now selective - even if the invitees are generally considered members of the public, it's not a public tender.

    Public tender is for a state or goverment body contract

    Private tender is for a non government contract

    The process can be the same for both, generally there is more strictness in the running of a public tender, there is more obstacles on a public tender but both operate to similar rules
