My licence has my parents address on it. Thats the address I was living in when I passed my test.

I've been told recently that by law I should update my address. Is this the case?

What's the easiest way of doing it without having to go into an office and wait for ages? Based in Dublin 18

Mine is always in my parent's house

I rent in dublin, and move frequent-ishly. So it's better to have a static address.

You should do it. Purely to get a brand new credit card style licence for free ;)
I have my parents address on mine. Purely to get the new licence and I've had to produce insurance etc without issue.

There are big delays with issue the licenses at the moment though. Up to several weeks from what I understand.

No you don't. You can post it in using the official form. I got mine 11 working days after application.
