I have an NCT coming up and was told that I'd have to set the lights at the right level- my dial goes from 0-5 so I always have them on 2.5, so as not to blind other drivers. Is this right?

Park infront of a white or grey wall in the evening and adjust the level until it's at a reasonable level i.e. not high enough to blind people

Doesn't matter what you set them at before hand as the testers always set them at the highest for the test.

With a driver only on board, set it to '0' but the tester will probably do this anyway.

Set to 2.5 would correspond to having three passengers and no luggage or one or two passengers plus luggage.

    RTFM.

    Set them at 0.
0 is the level they should be at normally. You adjust them downwards (1-5) depending on how much you have in the back.

Tester will put them to 0 for test.

If they're properly adjusted in the first place you won't blind anyone

OP, the more weight (esp. rear seat passengers and goods in the boot) you have in the car, the more the rear of the car will go down and this will cause the headlamp beam to lift up. The adjuster you're talking about is designed to tilt the headlight beam down to counteract this effect. The range on the dial allows you to adjust the headlamp beam to a reasonably fine level based on how much weight is in the rear.

With driver only or driver and front seat passenger and no extra weight in the boot, typically there is no effect so the setting is '0', after that check the owner's manual for the recommended setting based on the number of passengers and the amount of luggage or cargo.

They're not testing that the dial is adjusted correctly!
