Boston Bombings - a simple conspiracy theory

The Boston branch of the FBI couldn't track down who carried out the bombing. Under incredible pressure to prosecute anyone the local agents recognise an asylum seeker who is known to them having been investigated by the FBI two years ago and decide to frame/capture/kill this man and his brother who is with him.
