I'm currently got private motor policy with allianz. My renewal is €150 More than last year premium. I had a fully settled accidental damage claim and have protected ncb with 5 year ncb. They looking for €555 but are unwilling to budge. I can get more than €100 less expensive with fbd and axa. Which of these are best to move to please. Been with Allianz for years but too expensive now.

If you're moving insurance company, you'll have to declare that claim. I would imagine that would make the quotes less favourable.

    That's with the claim declared

Neither Axa nor FBD probably won't accept your protected NCB.
I had exactly the same problem as yourself few years back. Insurance with Allianz, accidental damage claim, full NCB protected and my premium went up a bit (not as much as 150).
I rang few companies, including FBD and AXA, but I was told by all of them, that as I had a claim, I would have to start NCB from 0 with them. So premium was mad high.

I went to broker, who said there is very few insurers which would accept protected NCB from other insurer, but he has one, and offered me a quote. This was nearly exactly the same as I got from Allianz, so I didn't bother swapping, as Allianz package suit me at that time better.

What I did though, I got online quote from Allianz after entering my details (f.e. full NCB 9 years) and online quote was lower than the one offered by them.
I rang them and person said they can't match it. So I kept ringing them everytday, until I found a person who said they can match it.
And eventually my premium was even reduced comparing to previous year.

If quotes are similar, than only way to decide is to read the policies and decide which one suits you better.
