I hope to get insured with First Ireland. Don't have tax or test in the car but..can I get insured and then send away for the tax and nct?

No you don't need either to insure it

Some insurers might ask for NCT cert, especially if the car is older.

Some might ask for it on the paperwork but even then they won't really need it.
Ring and ask if unsure.
