Okay i run a compact Shimano 50/34 and an 11-28 on the back. I want more top end, can I just change the front rings to a 52/39? Is it that simple?

    What chainset do you have?

Presumably a compact chainset....you're very limited with regard to 53/39 chainrings unfortunately. You can get these in a 53/39 that will fit a 110mm bolt circle (compact).

Otherwise your best bet is to buy a shimano hollowtech 2 full double 53/39 chainset and sell yours to fund it. Assuming your tiagra is the most up to date (10 speed), it should be a direct swap with regard to the bottom bracket. You will need a longer chain and you'll have to adjust your front mech.

    A 50-11 will get you up to 57 Km/hr.

If you need more "top end" I'd imagine it's on descents and slight inclines, in which case you can get some gains for free, by working on your aerodynamics first.
