Bulging tyres

The tubes on my bike are bulging out at the valve when I pump them up. I have checked and they are the right tubes and tyres. Is this normal and is there any way of preventing it as it feels like the wheel is buckled as a result ??

It means the tyre isn't seated properly on the rim on the section where the valve is. Let the air out, push the valve up into the tyre and then make sure its seated properly before reinflating.

Such a simple little thing but it worked. Fell a bit stupid for asking, but thanks for your help
