ACA Trainee Salary Increment

I started as a trainee ACA in January in a small-medium practice. I am paid the legal minimum that I am entitled to (as per employment law). I am fully exempt from CAP 1.

    I recently discovered this http://students.charteredaccountants.ie/PageFiles/535303/training%20package%202012%20final.pdf
    which states:
Graduate students who are exempt from CA Proficiency 1 should receive an agreed
initial allowance plus the recommended increment for success in CA Proficiency 1.

    The recommended increment is €1400.

Am I right in thinking my employer owes me a pay rise of €1400?
