What projects require an E.I.S., is there any document that lists the types of applications that are exempt or the reasons why certain projects do require them?

Projects needing environmental impact assessment are listed in Schedule 5 of the Planning and Development Regulations 2001.

you need to refer to the specific development plan for that one.... fr my experience it seems to be at the whim of the planner.... different LAs have different 'inclusive' distances from SACs and the like.

it should arise as a factor in a preplanning meeting

You should also be able to glean some useful information from any planners report from any nearby site.
