I think there are a few Flames of War players about the country alright, so you could check that out.

Gamers World in Dublin would stock it I say.

And try http://w-ired.org/forum/viewforum.php?f=38 too while you're at it, you'll get more responses.

There was some Bolt Action in Gamers' World, Jervis street, Dublin.

I don't know how much is actually played though.

There's plenty of 15mm Flames of War in Gamers' World. Particularly with the thursday night crew - the WarHeads. http://onthestep.net/forum is their forum.

I play 15mm Battle Group Kursk with a couple of lads from the DGG. Getting the Normandy book tomorrow at Salute. There's a big group of lads who play that in Kildare - the Green Machine Gamers. One of them is co-author of the Normandy book. They also (used to anyway) play some Rapid-Fire. They play in 20mm (1/72nd scale).

Where are you based? That affects things substantially.

And IMO 15mm is not too small. 28mm is too big for anything beyond skirmish games IMO - tables look like parking lots, but largely whatever you're used to will look right to you.

If you're in Dublin then the Model Shop (not sure that's the right name) on Capel street stocks a good range of Vallejo paints.
