Thailand: romantic place in late July/early August

I gather at the above time of year Eastern Thailand is better than Western Thailand/Andaman Sea/Phuket etc.

However, I have also been told that places such as Ko Chang on the far east have awful downpours - 'torrential' - on a daily basis in late July. So, I'm a bit thrown while trying to make sense of the weather pattern. It seems, however, that southeast Thailand is better in terms of weather. (From Travelfish: 'The northern stretch of the Gulf Coast, including towns like Prachuap Khiri Khan, Hua Hin and Phetburi will be significantly drier than Ko Samui, Ko Pha Ngan and Ko Tao. Even though there will be rain on the islands in July, there will still be a lot of sun too, and, for dedicated island time, these islands remain your best bet in Thailand weather-wise.')

Would anybody have recommendations for places - specific hotels would be great - right next to the sea? Budget is c. €100-€150 per night.
