NCT driving license

    On the NCT website it states that you need to bring formal identification with you, like a drivers license or passport.
    My husband will bring my car to be NCT'd today, as I now need to bring my daughter to A&E.
    The car is registered in my name - will there be a problem with this? I have always brought my husband's car before without problem, but the last time was pre 2012, before these new rules were introduced.

    Amazingly, although NCT offer tests at weekends, it is impossible to contact them outside of Mon-Fri hours. Grrrrr

    He just needs his own ID, not yours.
    Remember VLC (logbook).

    You'll be fine, I NCT,d my mams car in February and my girlfriends in March using my licence. No problem here

    Remember it's not only any kind of ID like drivers licence or passport, but must be one of those.
    Nothing else is accepted.
    You husband is perfectly OK to bring your car for NCT.
    He needs his own driving licence or passport, and vehicle registration certificate.
    And 55quid.

    I usually present it voluntarily, but yes, people have been asked for it.
    If you don't bring it they can refuse test if they like (often they don't).

    That used to be the case, but not any more.
    They can't refuse to test the car.
    Only what they can do, is to fail it for "lack of documentation".
    Once you bring documents, it's only visual retest.

    This is correct, they will still test the car as usual but will not issue cert until the documents are produced. Same goes with forgetting ID as far as I know

    Testers may refuse a test in the following circumstances:
    (iv) where a Registration Book/Licence Certificate is not
    produced and the vehicle identification number does not
    correspond with the National Car Testing Service (N.C.T.S.)
    vehicle file.
    (v) where the Registration Book/Licence Certificate is
    produced and the vehicle identification number on the
    vehicle does not correspond with either the Registration
    Book/Licence Certificate or the N.C.T.S. vehicle file.
    (vi) where the person who presents the vehicle to be tested
    fails to produce the required identification i.e. driving
    licence or passport.

    I know from past threads the usual scenario is they test anyway and sometime hold the cert until VLC is produced later.

    Hmm.
    Looks like you are right about ID here.
    They can refuse to proceed with the test, one person presenting vehicle doesn't have licence or passport.
    5. Where an application is made for a test, the issuing authority may refuse to carry out the test or a re-test—

    (a) on a vehicle in respect of which prior application for an appointment for the test or re-test had not been made,

    (b) where the appropriate fee under Regulation 6 has not been paid in respect of a test certificate,

    (c) where the owner or the driver of the vehicle to be tested fails to produce the vehicle registration book, vehicle registration certificate or vehicle licensing certificate in respect of the vehicle at the time of test or re-test,

    (d) where the vehicle identification number of the vehicle to be tested as shown on the vehicle registration book, vehicle registration certificate or vehicle licensing certificate, whichever is produced, is not the same as that on the vehicle,

    (e) where the issuing authority considers that the vehicle to be tested is in such a condition that it would not be safe or practicable to carry out the test or re-test, or

    (f) where the person who presents the vehicle to be tested fails to produce the required identification.

    However in 2012 this amendment was issued
    At Regulation 10 by adding the following after subsection (3)—

    “(3A) Where the issuing authority exercises its discretion to carry out the test or a re-test notwithstanding Regulation 5(f), the issuing authority may refuse to issue a test certificate for the vehicle tested until it receives the required identification from the person who presented the vehicle to be tested.”

    So while it doesn't prohibit tester to refuse a test if passport or licence is not there, then I assume it's strong encouragement to actually test a vehicle, even if documents are missing.


    Also in relation to VRC, it looks like there are no regulations allowing tester to refuse to test a vehicle without VRC, unless vin number in NCT database is different than one on the car (which I suppose must be very rare case).
    It's according to your quote from NCT manual and point d) of my quote above.
