Opel Astra On Board Computer-Problem

If theres anyone that can help with this, I'd appreciate it.
My nephew bought an 2007 Astra GTC recently and was told by the guy he bought it off, that although there's an onboard computer, it wasn't activated and so can't give the readings that the screen on the dash (center console to be more precise) would normally give, ie. MPG, miles till empty, etc
He spoke to an Opel dealer who said he would need the cars security code(which he doesn't have) and for a diagnostic to be performed to activate this computer. But he didn't have a lot of confidence in the mechanic he spoke to and the mechanic more or less fobbed him off, when he asked him a few questions.
So, basically, can this computer be activated?
Does it need to be a main dealer that does it, or can any mechanic do it?
How much would this all cost?
    Thanks

Does the car have a proper full size display in the centre. If it has 2 buttons under the screen to set the time. Then that screen can't show mpg etc as its not designed to show it. If it is the bigger display which the gtc should have then its probably only a matter of activating. Ask your nephew to push the bc button on the radio and see what happens it will probably say "no function". As for needing a security code I'm not sure.

You do need the cars pin code to carry out any ECU programming or change any settings on Opels so this is correct.

As for the on board computer not being activated, it sounds odd, the only way it wouldn't be activated is if it wasn't originally fitted to the car.

Thought this as well. If you had it, why wouldn't you activate it.

Bpmull, I'll have to wait till I see him tomorrow to ask about the BC button
