I am thinking of going to Bath with my mother in August just looking for some advice.
Would it be best to get a bus or taxi from Bristol airport to Bath arriving in at 8.30pm think a taxi may be better if so how long does it take and how much.
Accommodation any nice 3* b&b's looking for a nice victorian style in the city centre as Mam wouldnt be able to walk too far or if anyone can reccommend a nice hotel either around the €50-€75 mark per person. I heard Pulteney St has lovely acccomodation or if there is any other places (has to be central though)
We will be there for 3 days so any reccomendations for nice places to visit, shopping areas, cafes and restaurants.

I think bus from the airport and train from Bristol is your only non-taxi option at that time of the day.
Train returns (plus bus add on) seem to be £26 return each. www.thetrainline.com or www.firstgreatwestern.co.uk for prices.

I would think taxi price would be horrific though contact details for a company are here

these lads quote 37pounds which for the distance (31km) sounds about right

In comparison Maynooth to Dublin airport is an equivalent distance and its €43.40 to €53.20 depending on time of day or if you get picked up.

Wouldnt mind if I had to pay €30 ish to be honest If I got in late with my mother who is elderly and and not good at walking too far. Would be nice to get straight to the hotel at that time and get my bearings the next day.

as mentioned before, the bus plus train connection is 12.90stg per person one way on an advance ticket so 25.80stg for TWO of you.
If you have a hotel near the station then grand, but if not then you will need a taxi to get you from Bath station to your accomodation
Add a bus+train and a short taxi together and you are paying over 30pounds and suffering the inconvienence of lugging luggage on and off a bus, then possibly up and down steps at a station, onto the train and then possibly more up and down steps in Bath station before hopping into a taxi.
I presume you will be carrying all luggage and not your somewhat invalid mother?

Alternatively for 7 pounds more you can start your holiday in comfort and get from the airport straight to the door of your accomodation by taxi with no steps and changes of modes of transport.

Bath Abbey, The Roman baths, The Pump Room (restaurant/tea rooms), Theatre Royal,
Pulteney bridge, Sally Lunn's tea rooms, The Circus, Open top bus tour of Bath . . . .

Driving/taxi from Bristol airport to Bath at that time of day should be quick: about 45 minutes, I guess.

Surely faster than that at 8:45 p.m.?

I make it 34 kms using Garmin Mapsource digital mapping from Bristol airport to the tourist information office in Bath near York St. and using a routing setting of 'faster time' rather than shortest distance so travelling on main roads.

It could be a bit faster, but I would allow 45 minutes. I drive from Bristol to the airport and from Bristol to Bath very frequently (though I've never driven from Bristol airport directly to Bath!).

Might be good for accommodation. There is a bus from the town centre to the uni. Opposite the bus station either the 18 or the U18.
