Planning permission. Do I need it?

    I am thinking of building/reconstructing a cottage on a piece of land that I own. All that remains of the cottage that was there is one gable end wall and the outline of where the other walls stood.

    What I intend to build is basically an eco-cottage that will not be connected to mains electricity. It will have its own water supply and it will not be connected to a septic tank (external compost toilet).

    Can I build on the footprint where this old cottage stood without obtaining planning permission?

    Yes, you would need planning permission. Essentially the existing house has been 'extinguished', i.e. from a planning point of view there is no house (given that it is not habitable), so planning process would be pretty much as per a new house on the site.
