Stem screws

Is it ok that I replaced the rusty steel screw on the right with the black non steel screw on the left in my road bike stem?

Same size and length, but I noticed that the steel ones taken from my road bike lack thread on a certain section and I'm wondering if that's important to stop the screws from loosening whilst I put all my weight on the handlebars.

The black non rusty screws have been taken from a spare Specialised stem I had for my hybrid.

    Thanks.
I don't fancy my handlebars falling off during my cycle tomorrow morning.

The unthreaded part of a bolt is to allow it to slide into a recess unobstructed and wont effect the support once the length is the same - a torque key is handy, although not really necessary ( just don't over tighten it )

    Thanks.
How do you know when you've tightened it just right, compared to over tightened it?

As far as it will go applying normal pressure, then another half to 3/4 turn for each bolt, doing each one gradually. Make sure the bars are properly centered and take the allen key with you in the morning.

the untreaded section is to provide additional flexible within the bolting arrangement which improved resistance to loosening due to vibration.

I think a noticed some grease on the bolt, again this would be good practice and I would suggest you grease your new bolt.
