What do you need it for? If simple internet / media / games go into any tablet. Even if you need keyboard there are wireless keyboards for tablets.
Netbooks are ridiculously expensive and they getting on price (at the moment only netbooks and ssd drives are more expensive than they were half or year ago). Seems like good investment anyway - if you buy now for €250 you surely will sell in 2014 for €300...

Why pay 250 yoyos for a 2nd hand netbook if you can buy a new one for less?

For example a MSI U180 for €225 at Argos.

I'm looking for a second hand netbook for a friend. I know the tablets come with WIFI. What if you're using a USB dongle to connect to the internet. I know IPads don't have USB ports. Is there a reliable Android one that does and will work with a 3 mobile dongle for example?

There is big number of different tablets on the market and it's hard to advise specific one. There is wide range of prices too, from 40 to few hundred euro. You can buy tablets with build in 3G modem so you don't need connect external dongle (just put SIM-card inside tablet). Some tablets have build-in bluetooth so you can use external mouse/keyboard without usb dongles connected to tablet. And of course you have to consider screen size. All this things influence tablet price - it's up to you what to choose.

From myself - I am chasing notepads prices because I need specific machine with Windows Pro and network socket on-board. There is no tablet to fulfill that requirements (not in a €200 range) so tablet is no option for me. Check with your friend what he/she expect from it.

I use to stream data by wifi with no problem on few tablets. Accessing any files / music / videos. I'm not sure what more you want to do - install applications on external drive? Anything else?
