Council cutting hedges after 28th Feb?

Can anyone explain to me what that Council are doing having hedges cut at this time of year? afaik Under section 40 of the Wildlife Act 1976, incorporating section 46 of the Wildlife (Amendment) Act 2000 there are restrictions preventing landowners cutting field and roadside hedges between March 1st and August 31st but are…

Can anyone explain to me what that Council are doing having hedges cut at this time of year? afaik Under section 40 of the Wildlife Act 1976, incorporating section 46 of the Wildlife (Amendment) Act 2000 there are restrictions preventing landowners cutting field and roadside hedges between March 1st and August 31st but are the councils allowed to ignore that?
