It says One voucher per car parking booking, does that mean once that voucher (with that serial number) is redeemed that no one else can use it?

Nope, can be used endlessly, I used my previous version of the voucher many times, also posted here and many people used it so do not worry. Probably best of someone posts up as a PDF though.

Also, if you print twice (or 3 times!) it can be used twice/thrice,- this works best in T1, use different Loop checkouts or the different stores (one opposite security and another further down) they do not know you have already used a voucher that visit (if you go back to the same checkout, they will probably remember you) - only thing is you must spend over e50 in each transaction to get the discounts

you can use this voucher as many times as you like.
the barcode is generic for everyone - it's just a generic 10euro off.

if you will be nice to a cashier - they can make those 10eur off even without voucher, just mention DAA car park and you'll get 10 Eur off.
