    If replacing replace in pairs.

If you're happy to spray with WS40 and clean etc that might well work too.

If the shock is leaking it needs to be replaced, the imbalance may be what brought the nct testers attention to the shock in the first place. The shocks need to be done in pairs as RJ stated as replacing one will cause an imbalance with the other side due to wear.

Don't clean it, replace it and the shock on the other side. Cleaning it will only make it look better for a very short period until you hit the next bump in the road and it leaks again. It is also a very obvious safety issue. Defective shocks can cause the car to have erratic and dangerous road manners.
