invalidity & House hold charge ?

    Hi im wondering if anyone could tell me if you are on invalidity pension i think its called that are you still required to pay? My mother who has fairly bad ms just got a bill today of 202 euro which she really has not got 202 euro she doesnt even have any savings, so thats double next year so its a case of not paying house insurance to pay this charge.

    I couldnt find anything in the booklet that came with the bill in regards to the disabled so i am wondering if anyone here know's ?
