Ideas for a new garden

I am just finishing a build and thinking of ways to finish my front garden. it is about 1 foot below the road level as is. Would i need to take any more gravel off the top of it? Also what sort of wall or steps would be best for getting into garden? the garden is located at the front of the house and the bedroom windows…

the garden is located at the front of the house and the bedroom windows looking past it are low down so there will not be anything to big planted in the garden.
