Just switched on my laptop and it says that it has been locked by the guards and i have to pay a €100 fine to activate it again?? Now this laptop is used purely for personal basic use, gmail, facebook etc and theres no illegal activity! Is it a scam? Theres no helpline no or anything to call??!

Its the "garda virus" that's been going around. Its a scam. Google it and you should be able to find a fix easy enough!

First thing you need to do is reboot laptop keep pressing f8 on reboot a list of commands will appear you want SAFEMODE WITH NETWORKING,let it load up it will look a little different to normal, then if you can go here http://www.bleepingcomputer.com/download/rkill/,if you keep getting redirected to a different site or it wont allow you to you will have to download all the links using another PC to a USB stick (insert usb and try each one till one works) there a seven download links, start with the first one if you get an error go to the next one until one of the links work,it will stop all malicious processes malware virus so you can then use your laptop as normal.(DO NOT REBOOT OR TURN OF LAPTOP AT THIS STAGE) once rkill has done its job probably only a few minutes or so go here http://www.malwarebytes.org/lp/malware_lp/?gclid=CKin-YOYlbYCFeXLtAodTEkAIg and download free version when prompted during setup to try free trial untick this box we only want free version, update it then run a quick scan then follow instructions to delete very thing finds,OK were nearly finished now just one more thing go here,http://www.piriform.com/ccleaner and on bottom right press run cleaner and let it delete all.(Only download the free version of ccleaner) if you have any questions or trouble doing any of this let me no

    Chauffe, Marcel, chauffe!

The an Garda Síochána virus is what is aptly called "ransomware" :)

See above post for a good and thorough way to get rid of it. Don't pay up!

I found hitman pro to be effective too
