Claiming back emergency tax

I started a new job on the January 7, and am wondering when I will be able to claim back emergency tax and whether I am being taxed correctly. I finished in my old job on 5 January 2013, and in those first 5 days I earned €1,364 as I worked alot of overtime and had holidays due to me. I paid PAYE €82.50 of and USC of €56.52.

In my new job I am paid monthly, I have sent in my P45 and received an amended tax credit certificate. I have the PAYE credit and the personal credit of €1650.

In month one I earned €1,209.87 and paid PAYE of €103.97 and USC of €84.69, I was still being taxed on an emergency basis. In month 2 I earned €1,464.58 and paid PAYE of 17.92 and USC of €45.75. This seemed about right to me and I presumed that in month 3 all the emergency tax would be refunded, I was being taxed on a Week 1 basis.

However, when I received my payslip yesterday for the 3rd month I earned the same as I did in month 2 but paid PAYE of €71.32 and USC of €28.29!!!

It seems like I overpaid PAYe and underpaid USC but overall I still paid more tax! I presumed that in this month I would be refunded my emergency tax. In this month it said I was being taxed on a Cumulative basis.

Could anyone explain to me, why this is happening. Thanks.
