Is there a cheaper way of getting these than paying €282 a year to BOC gases limited to rent a few cylinders without even refilling them? At one point it was reasonable enough but the price has gone up, up and up through the roof in recent times

Nope, its a scam.
Lots of places are now using small Mapp torches for heating stuff and for cutting Oxy-propane.
Welding and Brazing you are still going to have to use OA as its very clean.

Depends where you are. Irish Oxygen in Cork rent oxygen and acetylene bottles. Not sure of the price but I've bought high purity nitrogen and argon from them and they were cheaper than BOC.
