    i know there only 10 places for 3rd year student,then what happen to those student can't get in to the top10? do they need to give up Actuarial or change course?

    In fairness you don't need to study Actuary in college to become an Actuary.

    You will end up in one of the other courses that the course feeds into. You will still (afaik) be eligible for any exemptions you have studied.
