Window seal question

Hi all Have a question I have double glazing windows. On the window frame there's a seal On the window panel there's a seal However there seems to be another run the whole way around the outer part of the frame were it looks like you could fit another seal. What's the need it of putting more rubber seal there?

I actually had a look at my own , it seems to just be in the construction of the extruded piece of pvc frame, so im thinking its a factory finish for various applications
