unusual brake problems

Hi All - Hoping someone can offer advice.

I have a tricross bike with disc brakes (bb5's)

I do a lot of cycling 300km pw. plus and i constantly have this problem with the back brake:

If I pump the brake it engages but does not spring back to release when i release the lever... This means that its basically useless.

I have brought this to several bike shops to fix and while they ease the problem for about a week or so the problem just comes back time and time again. It seems like the cable needs to be tightened, (not on the brake side) but more so on the lever side. How can I tighten brake cables on the lever side? (Under the grip tape with drop handlebars)

What makes this slightly more complicated is the fact that there are secondary levers on the bike.

    Thanks,
    Alex

Sounds like the cable is frayed inside the housing somewhere and catching.

You probably need new cables and housing.
