Electric under laminate heating

I am looking into maybe installing electric matting under a laminate floor. The 3.5x4 Mtr room has an ordinary radiator so I am not requring a main heat source- more of a luxury, extra cosy feature in the evenings( T.V room].
There is a u.k company selling the kits with contrllers, together with thermal underlay[10mm] that you put down on to screed first. They are 140W/M2
I was thinking that an area of 9 Mtrs would deal with the walkable zone.

    Has anyone put this down?

With the area I am proposing[9 M2]-what would be the running costs to maintain a very 'warm to touch' floor for say, four hours in evening[6-10 PM]?

Will any laminate do or is there a special type needed?
