I presume you're talking about streaming videos online right? (YouTube, etc)
What's your BB speed? As you mention it could be because you are on Skype as well. Try disabling the video in Skype and see does that make a difference?

Do you know your internet speeds? If so post 'em up, would be a major help in diagnosing the problem.

Whilst it could be your internet speeds, it does sound like your laptop could be a bit nackered.

My desktop suffers from video lag alot too. It's nearly 4 years old. I've noticed a reformat can help it.

    How old is your laptop?

Do can disable the video feed in Skype. Can't remember off hand exactly how but it's fairly obvious I'm sure. I reckon you would need a minimum of a 3Mb connection to run Skype and Youtube simultaneously, and that would depend on what quality the YouTube video is.

What are the specs of your computer? OS, processor, RAM, graphics?

Flash video on its own is demanding enough, if you throw other video codecs (such as VP8/h.264 as used by Skype) into the mix at the same time, you can easily push older systems to their limits.

my download speed is 3.95 Mb/s and my upload speed 0.26Mb/s

my laptop is not even a few months old.....

it is a Toshiba with a 4GB ram

Hmmmm, definitely a performance issue so.
Get a free spyware program and run a scan (for a start) There is no way a laptop, with your specs and age, should be running things slow.

do you have anti virus installed?

What program were you using for the scan?

Saying a toshiba with 4GB of RAM doesn't really give us enough to go on. Ideally you should post up what the processor is too.

I would reckon it's between a network issue and a slow machine to be honest.
