found the clip that holds this lamp onto the bike... last week in dublin CC i have one so recognised it instantly and i know the lamp is useless without it so hopefully someone might get in touch.....…

Can't help you finding the owner, but, €100+ ?!? Wow. That's kind of expensive.

There was something that looked exactly the same as this on sale in Aldi about 18mths ago for about a tenner (I got one for my kid's bike). You may have found one of these lookie-likey brackets. Some of the Aldi lamps have poor quality brackets which are prone to splitting apart which could explain why you found this one on the road.
