My friend signed up and paid for her CAO online, but she hasn't filled any courses in.. We know that the course changes facility is now closed, but we are curious if, when the change of mind facility opens, will she be able to add courses then? If not, is there anything else possible to be done?

Yes, i'm nearly definite she can add them once the change of mind facility opens

She'll be able to add courses but not restricted courses.
