Had a new garden wall built, can any plasters or builders tell me how many bags of white sand(25kg), white cement(25kg) and dry dashing(25kg) I'll need to dry dash an area of 15 sq meters..??

I'd say very roughly 15 bags of sand , 4 cement and 5 bags of dashing chips.
You will want normal sand and cement for the scratch coat aswell , probably 10 bags of sand and three cement would do .
They are rough estimates but hopefully near enough to give you an idea

Moy83 is right with the materials. Just make sure you put waterproofing in the scratch coat. A bit in the butter coat also will make it nice and fluffy for the pebbles. Good luck if it's your first time.:D You should get a plaster really.

A bit of lime helps the mix also.
