Holding parking space with cones

Who besides garda can leave a cone in the roadway to 'hold' a parking space? Can people move it if it is blocking them from a parking space?

Can a building company keeping the place for when they return. when builders lorries are parked don a job are they obliged to have a pay and display and can they park on double yellow lines

Only Garda/ES can do cones, with regard to builders vans skips etc. Cork
City Council used to issue parking permits (chargable) for the duration of works, double yellow lines were normally excluded from this.
I had a few arguments over the years with guys holding parking places and claiming a right to park in public places using cones and crates and the like.
