Not in Ireland anyhow, most have junior karts for kids though that they can go out in on their own.

If your afraid of him injuring himself on his own you could put him in a simulator first. http://www.kartracing-pro.com/ does race kart simulation so he can get a feel for it and understand the principles before trying it in real life.
