Friends car failed some lil things in NCT, but got record on report :

    Item - Administrative

    Description - Identification

Reason - No identification - Vehicle

Car has lil scrapes on VIN number (probably while removing /replacing exhaust manifold). whould that cause, they couldnt read that VIN number. ?

It is not damaged, just paint scraped off slightly.

I'm nearly sure thats a fail for no logbook, mine had similar when i forgot to bring it.

Actually i forgot my licence because i left it in my work bag but thats what it said on the sheet

Most likely it looks like that person who presented the car for test didn't bring the registration certificate.
It's a visual retest only so once someone will pop up to NCT test centre with the reg. cert, then pass certificate will be given...

    But I might be wrong.

Can it be clearly red..? Does it look to be tampered with in any way?

it does have some dent.... as i said it might been changed exhaust mainifold, or maybe engine, that area is scraped , also kind dent , that vin number not in stright line, it looks like if somebody changed engine, and hit that wall, it got dent. but if look on vin, you could read it , even through scrapes.

When mine fained for the VIN it was clearly stated that it was for the VIN.
Maybe your friend didn't bring ID with them to the test?

valid id required of the person bringing the car to the centre and logbook or vrc.

vin number can be read from other places so I imagine it wouldn't be that.

valid id required of the person bringing the car to the centre

It's not just valid ID, but it must be driving licence or passport. Nothing else is accepted.

My god you would argue with your toe nails, the valid ID is the licence or passport, where was it stated otherwise?

    Calm down.
Why do you think I'm arguing.
    I was just clarifying.

driver licence or passport of the person who presents the car for test required, not necessarily the owner.

I hardly ever carry mine chances are if you were stopped you would have to produce insurance too so a trip to station anyway..
Imagine the car was robbed and license was in it there's another 55e to replace that.

Tbh, it's best to ring or drop in to the NCT crowd and just ask them what that particular fail is for. They'll be happy to oblige.

    Provided you have it.
And with waiting times for new licence of 4 weeks and over at the minute, there's a real chance that some people will just not physically posses licence when doing NCT. Not everyone has a passport either. So if you don't have passport and your licence is during exchange / renewal process, you are unable to bring any car for NCT.

I had this situation last year.

Get someone with a licence to put it through the test. Why would you book an Nct knowing you wouldn't have a licence to present on the day??

That was last year. I did exactly as you said - got a random guy who was there at NCT test testing his own car, to present my car for NCT, so all went well.

I booked NCT a month ahead. I never thought about it really that I won't be able to present my own car so in the mean time I submitted a licence for exchange.
Day before NCT I was lookin up check-list from NCT website, and it said valid ID (licence or passport). I realised then I had no licence, and no passport (as I left it 2500km away in Poland by overlook). But I had my National ID issued in Poland. That document is generally accepted everywhere in EU. I allows me to travel all around EU. It's accepted in Banks, courts, etc. as my ID. So I would never even suspect that NCT crowd will not accept it (I just though they never listed national ID as Ireland don't issue one to it's residents).
    But unfortunately this was refused.

It is ridiculous that your national I.D. Is not accepted.
