World rules : uk pool down to 8 ball?

I've a question , 1.in world rules what happens when you and you're opponent are down to the blackball. Does the 1 shot rule apply? Meaning can I deliberately foul here to give my opponent only 1 shot because he is on the blackball. 2.if I pot the blackball and the cue ball goes in the pocket is that loss of frame? Thanks…

it still is 2 shots on the black ball, if you pot the black and white it is loss of frame
