Is there any way to word my intention to hire unemployed people first rather than currently employed without it sounding legally discriminating?
The reason why I am doing it is that the currently unemployed people can give more commitment to the position than someone that is using it as a second job.
I want to get the word across that we are trying to combat the unemployment problem.

If someone leaves a job for another job then the net effect is the same.

On second jobs - just ask during the interview.

You probably have your eye on the grants of €7.5-10k over 2 years.

There's nothing illegal about employing unemployed over employed. Or at least requiring an "immediate start" (employed people need to give notice). Just screen cvs in a way that favours the unemployed.

Thanks for the info guys. I wasn't actually aware of the grants to be honest Tony. The reason I want to pick unemployed over employed is because these are the people that need it the most. I see people struggling to put bread on the table on a weekly basis yet other people with 2 or 3 jobs - It just sickens me.

The reason I was asking is because I want to advertise it in some way to help bring in the work.

Surely if they had one good job they wouldn't need 2 or 3. Flawed logic in assuming unemployed make the best candidates. I remember superquinn dundalk hired mainly unemployed people who had no go at all.
