Fisheries Ministers agree partial ban on discards

In the early hours of this morning, EU Fisheries Ministers agreed to a partial ban on discards. It falls short of a full ban, allowing c. 8% discards to continue.

The other point to note is that discards will be phased out over a number of years with some phase outs only starting in 2017. Sweden opposed the deal because they thought it was too weak, which is true.

Nevertheless, it is an enormous step in the right direction. More info here:

What seems to have gone unreported in all Irish media is that the largest fleets in the EU have an exemption once they are far enough from their homeports to land the fish.
Spain, France and Portugal managed to cling on to some restricted exemptions, particularly relating to crews operating far from land in mixed fisheries where the cost of landing unwanted fish is deemed to be prohibitive.

I drafted several posts in response and scrapped every one as they were too depressing to write and read.
I just watched Hugh's Fish Fight latest episode(UK) and fully realise my despondency was well placed. The politicians are so spineless they will not make any real changes. The fishermen will fish until the last fish is caught and then complain while claiming the dole.
The French and Spanish will get special treatment and not have to abide by any rules.
The whole thing is a joke.
It is not a step in the right direction it is a compete and utter farce. I understand we are talking about two issues ie. dumping quotas and marine protection zones but the bottom line is the politicians have zero interest in the marine environment only in saving their skins, expense accounts and pensions as usual.

Do you have a reference for the special treatment of France, Spain and Portugal in the agreement? I know they were pushing for species-based exemptions that would have favoured them but these exemptions didn't go through.

When I get a chance I will "trawl" through all the information and come back with a concise response. It may push me over the edge though.

Now please read this very carefully and then check the EU ministers blog for any sort of information that relates to actually implementing any reforms.
This is not agreed and Spain and Portugal have got the usual option of opting out.
Please tell me I am wrong.

What the stories say is that Spain, France and Portugal were the ones pushing for a partial ban, ie a certain % of discards.

These discards, however, are across the board and not species-specific as they wanted. So they are no provisions that favour Spain, France and Portugal over and above the fact that they probably have some of the larger quotas in the CFP.
