Non-EU student overdraft?

Hi, does anyone know whether you can apply for an overdraft on a student account if you are a non-EU student? I am waiting on funds to arrive and they are late so was wondering whether I was eligible for an overdraft. Ulster Bank already turned me down so I'm wondering about the others. Thanks!
