Moldova is a leaky vessel?

You know, I was watching Euronews and it was reported about Moldova's Bance de Economii which is in trouble because of country's PM Filat. I decided to go a bit deeper and see what is Moldova is about and I have to say I was surprised because Moldova is too small country to have such big economical problems like having $500 million internal debt against the background of skyrocketing budget deficit. Some estimate Moldova's foreign debt by 16% while internal will be 7% of country's GDP in the end of the year. Under such conditions Filat for sure will use foreign credits his country gets within the Eastern Partnership program to keep Moldova afloat. But I can't get it, why I or the rest of taxpayers should support some countries and people who participate in the EaP with money if they can't change the situation. They had enough time and enough of our money, so it seems to me they cashed on us, so all these countries and the EaP can go to hell, because I don't (I believe you too) want to feed these spongers.
