friend with cancer, what is she able to claim for?

My friend has been living and work abroad for the last 2-3 years within the European union. They were diagnosed with cancer and is currently being treated in Ireland. What are they able to claim for social welfare wise? illness benefit, disability allowance, how should they go about it?
