Employee rights

Hi guys would love some advice on the following.

If a person was verbally offered a job in January last year after completing an interview with an appropriate panel and job never happened.

The salary for position wasn't been paid directly by organisation but another body was sponsoring the salary

However another person was taken on without an interview and by their own admission was just approached in a course relating to job and offered position.

What would employee rights be in this situation ?

    Thanks

    What employee?

A verbal agreement of employment doesn't make an employee. No contract of employment, no start date, no job started ....

    Maybe I'm missing something.
