Im aware that I may have no grounds to stand on here but any advice would be very much appreciated.

Basically my Insurance premium prior to application of any discounts which I have earned has increased from €2886 to €3995 without any change in circumstances ( i.e. , age, penalty points , convictions etc. ) . The main reason im being given for the near 40% increase in my basic premium is the recent EU gender discrimination law , but as I am male I fail to see why this should result in a 40% increase in my gross premium.

Even for a base premium, that seems very high.
How on earth can they justify higher premiums on men's insurance due to the gender discrimination ruling? That said, it's an open market so they can quote what they like. Shop around OP!

I am shopping around , Im not going to deny its the best quote ive gotten all the same , its more the fact that the premium is increasing for no apprent reason that frustrates me , my final insurance bill comes in at €1242 after discounts where as last year (with on year less NCB) it was €1165

That's happened to me more than once. At the end of the day, all that matters is that you're getting the cover you want at the best price.
