CI race rules for 2013 - all marshalls must be CI insured

    I know morana posts here so looking for some clarity from the direct source.

    We are organising an upcoming race, and as usual are getting marshalls from whereever we can to make sure it all runs off smoothly.

    Our club sec has said that all marshalls have to be CI members or 1 day licenses have to be taken out to cover them on the day.

    Obviously that adds another expense (pay the 1 day licence for 10-12 people) on events which are just about breaking even. I'm wondering about the situation post April 1st, when there's no more one day licenses.

    What do you do with marshalls who are not members of a cycling club?

    In theory all race officials should be Cycling Ireland licence holders.This is to ensure that the race promoter/club is covered by insurance should an issue arise in the course of the event.That said I imagine a lot of helpers at races are non licence holders,and its probably better to have the event safe regardless of the helpers status.At the end of the day its the promoters call,but ideally they should all have licences,if only to take the pressure off the club.There are no one day licences after the end of March for RIDERS but I would think something could be arranged with the office in regard to helpers.

    Presumably the arrangement wherby CI recognises IVCA licences remains in place and if so they would be recognised for this purposes?

    Has the post April situation been considered before now, in the race guidelines being given to clubs? Organisers will now have to ensure that they have a sign on sheet for 1 day marshals etc.

    The situation is going to be the same across all races. Alot of people who help out are not necessarily club members.

    I was under the impression that as long as the marshals signed on they are de facto members of CI for the duration of the event.

    I think that has been the position for a number of years although it may be being enforced more strongly this year.

    I get all my unlicensed marshalls to sign a Cycling Ireland One Day Licence sign on sheet and return to CI after our events. There is no charge for one day licences for people marshalling the event.

    I'm sure Morana will confirm or contact Rory at the CI office.

    We weren't aware there was such a thing as a free one day license. If the only requirement is that they sign on to be insured, that's grand.

    TECHNICAL REGULATIONS
    CHAPTER T1 - LICENCES
    1. All persons riding a race or carrying out any function, in connection with any team, or with the
    organisation of any race, will hold a current licence from their National Federation, save marshals or
    other persons who are assisting in the running of the race,
    but who are not the race organisers. The
    organiser will be able to identify these non-licence holders if requested by the Chief Commissaire.

    They are insured if iirc but will confirm.
