Just a quick question, I think this might have been changed since I last had a car, but if I buy a car that has tax arrears, am I liable for them?

Nope a change of ownership form is submitted to shannon and when it arrives out to you, you can tax the car without any liability

A friend bought a car over the weekend, and there was no tax disc in the window.

What happens with the arrears then? (IE: he doesn't know when the last tax expired).

Nothing, he's not liable for the arrears as he didn't own the car.

Even though he doesn't know what to fill out in the "expiration of last tax disc" section of the RF100(?) form?

What does he put in there?

Nothing, he just taxes it from the date that ownership is transferred to him.

To be exact he is responsible for tax from the 1st day of the month in which car was bought (paperwork like reg cert might take few days or weeks to arrive, but transfer of ownership is always with the date of sale which is filled by buyer and seller on the day of sale).
