UnBlocking question

Okay here's the story. First of all this is between my friend and his sister. Nothing to do with me but he asked for help.

Basically his sister broke the screen on her iPhone. She called the insurance company up and said it was stolen (I know that's fraud. Nothing to do with me) So they gave her a new iPhone and she got the screen fixed and gave it to her brother. Anyway since the iPhone is blocked he can't call or text. So I'm wondering is there anyway that he spoof his imei of his old phone onto the iPhone. Allowing him back on the network? (I know it's possible to spoof an imei) I'm also wondering if it's illegal in Ireland to spoof an imei?
