You can buy any of the pedals that you see here, and you can put them onto any bike. The set of pedals you buy will come with 2 cleats, and you screw one into the sole of each of the cycling shoes.

It's a little hard to understand exactly what you're referring to, but you cannot use cycling shoes or cleats with normal flat pedals. Likewise you cannot use normal running shoes with cleats and clipless pedals. Clipless pedals is the term used for pedals which you "click in" to.
