small plantation costs

    Hi there,
A friend of mine is thinking of planting maybe a 1/2 acre of spruce or something.
The land is poor enough, so not suiteable for ash or anything like that.
The plan is that in 20 or 30 years it will be suiteable for firewood.
How high will these trees grow?

What would be the costs involved?
A machine will be needed for mounding up the soil,
    A bit of fencing
Insurance, public liability, will this be needed? The plantation will border a public lane.
The cost of the saplings themselves.

Any other costs that need to be considered?
    Thanks for any advice.
